Illustrative · Kestrel Pathways is a constructed operator, not a real provider. Its shape, scale and contract mix are drawn from how the UK employability sector actually works, and every figure is indicative unless it carries a source.

Kestrel Pathways · Office

Site manager

The site number, the lease, the safeguarding log and the audit file.

Chapter 1 · Office

What they actually do

Runs one delivery site and the outreach rooms around it: the people, the building, the rota, the safeguarding log and the audit file. Answers for the site number each month, and explains the gap when it is missed.

Most days are spent between two directions. Upwards, the region wants the figure and a reason. Downwards, the team wants cover, a lighter caseload and somebody to stand up for them. The site manager meets participants mostly through escalations: a complaint, a safeguarding concern, a person who has asked to see a manager.

Chapter 2 · From arriving to moving on

Growth in the role

Usually a former team leader, now judged on a number they cannot produce by themselves.

01 · Coming in From team leader

Brings knowledge of the work, and has to learn leases, budgets, health and safety and the rules of contract performance.

02 · Becoming good Choosing which target to miss

When every target cannot be met in the same month, the good site manager chooses openly and says why, instead of letting the choice happen by accident.

03 · Moving on Region, or a larger site

Towards regional operations, or to a bigger site with the same problems at a larger scale.

Chapter 3 · And how it is usually settled

Where this role is in conflict

  • With The regional operations lead

    Over Explaining the gap
    Why it is structural
The site manager knows the caseload is harder this year. The region reads a league table where every site is shown on the same scale.
    How it is settled today
By a performance improvement plan, which tends to measure the site against the target rather than against the people it was sent.
  • With Compliance and audit

    Over Evidence before speed
    Why it is structural
Claims sent quickly help the month. Claims checked carefully survive audit. The two pull the same staff in different directions.
    How it is settled today
Usually by a rush at the end of the month, which audit later reads as a pattern.

Chapter 4 · Actor two

How this reaches the rest of the provider

The site is the smallest unit the company manages as a whole, so this seat is where group decisions become ordinary days. A new target, a changed definition or a cut in staffing all arrive here and are turned into a rota.

When the site manager quietly drops a target to protect the team, the region sees a miss and the participants see a service that held. When the site manager protects the target instead, the region sees a success and nobody records what it cost. The dashboard cannot tell those two months apart.
