Illustrative · Kestrel Pathways is a constructed operator, not a real provider. Its shape, scale and contract mix are drawn from how the UK employability sector actually works, and every figure is indicative unless it carries a source.

Kestrel Pathways · Front line

Employment adviser

A caseload of between seventy and a hundred and forty people, their plans, their appointments and the evidence trail for every one of them.

Chapter 1 · Front line

What they actually do

Sits opposite the participant, sometimes for an hour, sometimes for twenty minutes between two other appointments. Builds the plan with the person, books what comes next, chases the evidence, and writes up every contact so that a claim can be defended long after the conversation itself is forgotten.

Most of the job is judgement made under a caseload that does not allow every judgement to be made well. Who gets the extra call this week, whether a vacancy is right or only available, when to push and when to wait. Those choices are rarely written down, and together they decide more about the service than any policy does.

Chapter 2 · From arriving to moving on

Growth in the role

Usually the way into the company, and the seat the rest of the company most often forgets it once sat in.

01 · Coming in From another front line job

Often from a job centre, a housing team, retail or care work. Trained first on the system and the contract rules, and on the conversation mostly by doing it.

02 · Becoming good Seeing past the code on the screen

The good adviser reads the person rather than the referral category, and learns which employers keep somebody and which lose them within weeks.

03 · Moving on Team leader, or out

The natural step is team leader, which takes the best advisers away from participants. The other exit is out of the sector altogether, usually from a caseload that never got lighter.

Chapter 3 · And how it is usually settled

Where this role is in conflict

  • With The team leader

    Over Who gets the time
    Why it is structural
The adviser knows which participant needs three hours this week. The team leader answers for the site number, and the hours that convert fastest are not the same hours.
    How it is settled today
Quietly, in the adviser's diary. Advisers protect some people by doing extra work in time that nobody records.
  • With The employer engagement adviser

    Over Who is put forward
    Why it is structural
The adviser wants a chance for the person in front of them. The employer engagement adviser has to keep an employer who will only stay if the first few candidates are easy to place.
    How it is settled today
Usually in favour of the candidate most likely to impress, which is creaming made physical, and the person left behind is told there was a lot of interest in the role.

Chapter 4 · Actor two

How this reaches the rest of the provider

Every number the company reports starts as something an adviser typed. When a caseload is too heavy to record contacts properly, the evidence is thin, claims fail at audit, and the performance function sees a problem in the data that is really a problem in the ratio.

The adviser is also where the values on the brand page are kept or quietly dropped. Nobody above this seat can tell from a dashboard whether a participant was parked. Only the adviser knows, and the company learns it only if somebody asks.
