What they actually do

Owns recruitment, pay bands, rota policy, training and progression. Answers for having the people and for keeping them.

Also owns the numbers: turnover, vacancy rate, sickness absence, agency spend. These are the organisation's most honest measurements and its most consistently misread, because they are filed as workforce problems when they are usually the receipt for a design or staffing decision taken elsewhere.

Comes from human resources, and the development that matters is the shift from managing the consequence to arguing about the cause.

01 · Coming in From HR leadership

Arrives fluent in employment, negotiation and process, and inherits a set of numbers whose real causes sit in other people's departments.

02 · Becoming competent Reading the numbers as symptoms

Learning that a turnover spike on one ward is rarely about that ward's management, and finding out what it is actually about.

03 · Becoming good Arguing upstream

Taking the agency figure into the capital meeting and naming the layout, the establishment or the rota policy that produced it. This makes the role unpopular and useful.

04 · Moving on Chief operating officer, or group HR

The ones who learn to argue upstream tend to end up running operations, because by then they understand the place better than anyone else at that level.

    This role's goals and the patient's are largely aligned, because a stable, rested, experienced workforce is what the patient needs and what this seat is measured on.
    How it is settled today
    The conflict is not with the patient but with the budget that determines whether either can have it.
  • With The Chief Financial Officer

    Over Establishment and pay
    Why it is structural
    Workforce is the largest controllable cost, so every financial pressure arrives here first regardless of where it originated.
    How it is settled today
    By budget. The gap is absorbed as goodwill until it converts into turnover, at which point it returns as a larger bill under a different heading.
  • With The Director of Development

    Over Layouts that cost staff time
    Why it is structural
    Walking distance is a staffing cost created by a capital decision, and this is the only seat holding the data that would prove it.
    How it is settled today
    Rarely, because the conversation happens years too late and the relevant person has left.
  • With Ward Managers

    Over Rota flexibility
    Why it is structural
    The organisation needs cover to move with demand; the people on the rota have lives that do not.
    How it is settled today
    By policy at the centre and by informal favour at ward level, which is another form of goodwill being spent without being recorded.

Chapter 4 · Actor one

How this reaches the patient

Reaches the patient through who is at the bedside, how tired they are, and whether they have done this before.

A vacancy filled at agency rates gives the patient a competent stranger who does not know the ward, the consultants or where anything is kept. Every one of those adds minutes, and some of them add risk.

Chapter 5 · Actor two

How this reaches the rest of the provider

Produces the only measured evidence that the goodwill buffer is being spent. If this role does not trace its numbers back to their causes, nobody does, and the organisation will keep buying the same problem annually while calling it recruitment.

The value on the brand page, that goodwill is not a resource the company is allowed to plan with, is enforceable only from this seat. Nowhere else in the structure holds the data that would prove it was being broken.
