Two steps away and the strongest single influence on what care actually feels like.
Staffing level is the most direct determinant of whether the ten things a patient wants are met. Number eight in particular, being treated as a person, is almost entirely a function of whether anyone has three spare minutes.

Produces the evidence, whether or not anyone asks for it. Turnover, sickness and agency spend all originate in decisions this seat can see being made and cannot make.
